爱尔兰数据保护专员（DPC）在一份声明中表示，这家中国所有的短视频平台违反了2020年7月31日至2020年12月31日期间的多项欧盟隐私法规。
这是字节跳动旗下的TikTok首次受到DPC的谴责，DPC负责监管许多全球顶级科技公司在欧盟国家的业务，因为这些科技公司在欧洲的区域总部设在爱尔兰。
TikTok的一位发言人表示，对于这一决定，特别是罚款金额，他们不接受，并表示大部分负面批评现已不再适用，因为他们在DPC于2021年9月的调查开始之前就已经采取了相关措施。
DPC表示，TikTok在2020年的违规行为包括16岁以下用户的帐号可见范围的默认设置为“公开”，以及TikTok在通过“family pairing（家庭配对）”功能链接时未验证用户是否真正是该儿童用户的父母或监护人。
TikTok在2020年11月为家庭配对功能更新了更严格的家长控制，并在2021年1月将所有16岁以下用户的帐号可见范围的默认设置更改为“私密”。
TikTok在周五表示，计划进一步更新其隐私声明，以更清楚地说明公开帐号和私密帐号之间的区别，并且从本月底起，新注册的16-17岁用户将默认选择“仅自己可见”的私密帐号。
DPC给了TikTok三个月的时间，要求TikTok在违规方面进行整改。
DPC还对TikTok将个人数据转移到中国以及在将个人数据转移到欧盟以外的国家时是否符合欧盟数据法进行了第二次调查。DPC在今年3月表示，正在准备对该调查的初步草案决定。
根据2018年欧盟实施的《通用数据保护条例》（GDPR），对于任何一家在欧盟开展业务的公司来说，主要监管机构可以对其处以高达全球收入的4%的罚款。
DPC已经对其他科技巨头处以巨额罚款，包括对Meta（META.O）的总计25亿欧元的罚款。
截至2022年底，DPC对总部位于爱尔兰的跨国公司开展了22项调查。
